More about the REPOWER REGIONS project

Heating and cooling Europe’s buildings accounts for around 40% of total energy use and over a third of greenhouse gas emissions.

Most of this energy still comes from fossil fuels. At the same time, the need to reduce carbon emissions, boost energy independence, and improve building efficiency has never been more urgent.

In response to the global energy crisis triggered by Russia’s invasion of Ukraine, the European Commission launched the REPowerEU Plan—a coordinated effort to phase out Russian fossil fuel imports and accelerate the clean energy transition. Its focus: saving energy, diversifying energy supplies, and producing clean energy at scale.

The REPowerEU Plan has already delivered results:

EU gas consumption has been reduced by 18%

Russian fossil fuel imports have been drastically cut

More electricity is now produced from wind and solar than from gas

Energy prices have stabilised and infrastructure is more secure

Putin’s attempt to weaponise energy failed. Through collective action, Europe is now better prepared, more united, and committed to securing a sustainable energy future.

Why REPOWER REGIONS?

REPOWER REGIONS takes its name and direction from the EU’s REPowerEU initiative. It responds to the same urgent challenge—how to replace fossil fuels with clean, efficient energy systems—by focusing on a critical missing piece: skills.

Clean energy technologies are evolving rapidly. But across Europe, the people expected to deliver these solutions—builders, technicians, planners, and educators—often lack the training to do so. This skills gap risks slowing down progress on energy goals, especially at regional and local levels.

To meet the targets of REPowerEU and the European Green Deal, Europe must transform how buildings are heated and cooled—and that transformation depends on a future-ready workforce in every region.

The Problem

  • Many HVAC and construction professionals are unfamiliar with modern, low-emission systems and lack the digital skills needed for smart energy solutions.
  • Education and training programmes often lag behind in covering sustainability, digital technologies, and practical application.
  • Local authorities, SMEs, and public bodies struggle to access affordable, relevant upskilling opportunities.
Without urgent action, the transition will stall—leaving regions unprepared, investments underused, and emissions reductions delayed.

Our Solution

REPOWER REGIONS provides a coordinated, regional response to Europe’s clean energy skills challenge. We are working across 11 countries with 13 partners to deliver practical solutions that support the REPowerEU Plan by:

Training 1,200 educators in Higher Education, VET and C-VET to deliver up-to-date, regionally relevant learning on sustainable heating and cooling

Creating a flexible, diploma-style online course for 600 professionals in construction and HVAC to help them upskill while continuing to work

Developing open curricula, teacher guides and digital resources that embed green and digital skills into technical training

Building regional alliances between education, industry, municipalities and finance sectors to unlock investment and foster long-term change
