Our Polish Partners: PNEC

The Association of Municipalities Polish Network “Energie Cités” (PNEC), a non-profit NGO, has been supporting the sustainable development of local governments in Poland since 1994. Since 1998, it has been part of the European Energy Cities network based in France.

PNEC helps Polish cities and municipalities in developing and implementing local energy and climate policies, including Sustainable Energy and Climate Action Plans (SECAPs), supporting energy transition, climate change mitigation and adaptation at local levels. It also provides guidance on funding opportunities, partnerships, and transfer of know-how and innovative solutions tailored to local needs.

The network brings together dozens of municipalities and supporting members from the private sector, facilitating knowledge exchange and best practices. As the first Covenant of Mayors Supporting Structure in Poland, since 2009, PNEC has helped local authorities to meet European climate and energy targets. PNEC has taken part in over 90 national and international projects, organised hundreds of training sessions, seminars, and study visits, and published numerous guides and educational materials.

Today, PNEC is a trusted partner for local governments, combining technical expertise, access to funding, and a strong international network to support the successful implementation of climate and energy strategies. In the Repower Regions project, PNEC is involved in knowledge sharing, testing the innovative training materials and supporting the establishment of Regional Alliances and the coordination for skills development in the energy transition.
