We’re helping regions across Europe upskill their workforce to deliver clean, efficient heating and cooling—reducing emissions, boosting innovation, and supporting the energy transition.
Inspired by the EU’s REPowerEU Plan, which aims to phase out fossil fuel imports and fast-track the clean energy shift, REPOWER REGIONS supports local action to meet these shared European goals.
REPOWER REGIONS is responding to one of Europe’s most urgent challenges—reducing dependency on fossil fuels by transforming how we heat and cool our buildings.
Driven by climate targets, energy insecurity, and fast-changing technologies, the construction and HVAC sectors are evolving rapidly. Yet, there’s a growing gap between the skills needed and the training available.
We’re a team of education providers, public authorities, researchers, businesses, and innovation experts working together to close this gap. Our mission is to equip the workforce—both current and future—with the green and digital skills needed to deliver clean, energy-efficient heating and cooling systems.
Our name is a nod to the EU’s REPowerEU strategy, recognising that real change begins in regions and communities—where skills, solutions, and partnerships come together.
Our ultimate goal is to create the conditions for a fast and fair energy transition in Europe’s built environment. We aim to:
Train educators across Higher Education, VET and C-VET with the latest knowledge in decarbonised heating and cooling.
Launch a regionally-tailored diploma-style online course to help HVAC and construction professionals upskill.
Develop a set of open curricula, teacher guides, and digital learning resources for green-digital skills.
Establish eight regional alliances across Europe to drive change by linking education, business, municipalities and finance sectors.
By combining technical knowledge with digital tools, sustainability know-how, and lifelong learning, REPOWER REGIONS is helping to deliver on the promise of REPowerEU—building a workforce that can meet the demands of a cleaner, more resilient energy future.
Across three main phases of the REPOWER REGIONS project, we are producing practical resources for educators, learners and decision-makers, including:
